do bgs even pop for oce twinks? thinking about making a 19 but wondering if its even worth it

Make it at 10 and when you lvl up the 9 lvls of bg, enjoy.. Then freeze your exp at 19 and shelf it lolololol.. That's what I do.. But you can also "get into" a xp on bg with your xp off toon, which blizzard considered as "unintended" play.. If no one reports you, then it's fine

you can freeze exp in classic?

You cannot freeze XP in classic. They must be talking about retail.

I don't know if oce realms 19 procs, but if you have an active account you can make a level 10 very quickly Q and then when it pops you can ask people about the bracket, it if doesn't pop and it's a weekend you have your answer : )

OCE 19s dead, most people that were any good moved to US or quit for 60s.

afaik, people roll OCE realms to crutch on low pop availability of AGM/ LFH and then xfer into a populated US Time Realm
