Haven't played since the start of cata and was wondering if this gear is still BiS? Also was wondering if this spec was still any good.

Looks good except for you're missing Black Wolf Bracers from Shadowfang Keep. They give +3 agility, +4 stamina, +4 crit rating as opposed to +3 agility and +3 stamina

As posted above you need Black Wolf Bracers and if you can afford it you should faction change and get a 2nd Argas ring since you are already hit capped with BoA gear, or you could stay with Ello's for less white misses.
Also if you faction change you should pick up Sludge-Caked Throwing Knives, they are alot faster than you current ranged weapon and can, with poison, work as a good finisher.
And if you are going for max dmg the BoA helm is better. It is achived through the guilde vendor, you need to be honored and it costs around 1.3k g.
At last, since you are human, you should replace your Insignia with another Arena Grand Master, since you racial ability is the same as the Insignia, with a shared cooldown.

You arent hit capped with boa gear, Ello's Band is BiS

You are way hit capped with BoA pve gear, ofc not hard hit capped, but that is unreachable without weapon chain, and in that case you dont need Ellos.
