imo ele sham is the best class with non boa gear, because you don't need spell power to shock/shear/purge/thunderstorm. also, a lot of non-boa gear has a ton of stam so you'll have decent HP.
if you're really missing the spell power, then get sp enchants on bracer/gloves instead of haste like most people get.
don't forget, eventually you can get blessed hammer of grace if you pvp enough, 2725 honor isn't even that much.
honestly, missing out on enchants is way worse than missing out on BOA gear, except maybe in the case of the helm. however if you have a lucky fishing hat, in some situations it is almost as good.

the point is ele sham is a utility based class, you can be extremely useful without boas and still kill people with the burst damage of LB/ES combo.
enchants can give you a TON of stats. he is rolling on a server with friends so i assume he will be able to obtain enchants. if you didn't have enchants, IMO it would be worse or at the very least equally as bad as having no BOAs, especially since if he plays a lot he could eventually buy the honor mace or possibly save up even more honor to convert to justice points for the badge mace.
it may be true that enhance suffers the least from having no BOA gears, but i would say ele is clearly the better addition to a team because of TS and not being kited and 0 to death'd by everyone. and he did say he enjoyed playing a caster. just sayin'

Sure thunderstorm can be quite useful but you can still use purge and wind shear as enh
Enhancement is the best choice for a non BoA character (Shaman), if you can at least get the mace tho ele can be viable

it is clearly true that enhance suffers less from not having BOA gear compared to ele, but your team suffers more because ele shaman are way more useful. TS can be game changing especially in pugs. mediocre enhance dps (pretty sure they do the least DPS and are the most easily kited melee class) is not because in every case it would be better if you were any other melee class. also he said he wanted to be a caster and i was making a case for reasons to not just roll enhance because numbers say it's better. numbers != reality
