Anyone going to try it? I'm only lvl 13 on the beta and haven't done any pvp but apparently pvp scaling is a thing. There's lots of complaints on the forums about lvl 60 geared players losing to level 20's lol. Anyone have experience with this? I wonder what the ideal level would be for scaling benefits.

Not really twinking per say. No way to stop experience gain, and pvp kills grant experience, so you will level up. Most gear is gated by level requirements. At level 15 you can purchase gear from your faction vendor, which is the best gear for that level. Some of the main story quests also grant some good weapons. Other than that there's not really much to do in terms of twinking. Pvp scaling will be fixed soon if it hasn't already.

I think you’d be happier on the ownedcore forum, where cheats and exploits are the main schtick
