New to the 39 bracket

Hello, i'm usually a 19/70 twink player and have some questions about the bracket.

1. Is it balanced or atleast close to balanced?

2. How much do you need heirlooms? Can it be fun without heirlooms until you get them? (cuz of starting on a new server)

3. I know Draenor is the most active server, but which faction is the most active?

4. And what do you think about BF3? will it beat mw3?

There is a lot of rogues. But that doesnt take away the fact that it's the most balanced bracket.
