I hope its better balanced! My buddy and I had a resto druid, enh shaman combo and they pretty much owned the bracket before the xp in the BG's disaster.

Unlike the 19-29 brackets, hunters aren't as "overpowered" at 39. They still have great burst dmg but are not a FOTM class at 39. Hunters are very important to the team. Having 1-2 Hunters can be gamebreaking due to their freezing traps and flares. Normally if you are a hunter, you play on D with your FC by keeping a flare at choke-point to stop stealthers from 2-shotting your FC.
Ele Shamans are also very viable class. They do not have the burst dmg that a fire mage can produce but they still have great potential. They make escorting your FC across mid a lot easier. Thunderstorm is great for obvious reasons. Even while sapped, you can cast it to push enemies away from you and your teammates(great for when ur FC is getting pounced by 5+ ppl). Also, their lightning bolt glyph makes it easy for them to Kite melee classes. And with their shorter CD on Shocks/Wind Shear; it makes it easy for them to lock out a healer/caster. Their Magma totems are also just as important as a hunter's flare, placing a Magma Totem at choke-point is game breaking. Keeping a Magma totem up at all times at choke makes a huge difference weather or not your FC dies.
Rogues are a FOTM class, which usually means there are already tons on both sides of the teams(the community would appreciate if you wouldnt roll one). Rogues potentially have the best burst dmg. They can easily 2-shot an EFC when they get flag debuffs. With their dismantle ability, they squish hunters like they are nothing. Also, at 39 they get lots of Stuns which is very valuable against healers/fc that u cant manage to kill in 2-3 hits. Rogues, just like mages, have the best burst dmg at 39.
If you are sick of seeing hunters, then I think you'd enjoy the 39 bracket. I used to play 19s and got sick of it because of the all people playing FOTM classes(hunters/paladins/rogues) and getting farmed easily if u arent any of the 3.
If you are :US: then I would suggest you to try playing an Ele Shaman. Even though there are not a lot of Hunters at 39, we still disencourage players to roll one just for the sake of balancing the bracket. As well as rogues, theres too many already there. TBH, a good ele shaman can easily smoke a rogue. Frostshock+LB spam; if he trinkets your Frostshock and sprints, you got earthbind totem/thunderstorm. You can easily outmatch a rogue and potentially a hunter as an ele shaman.
My vote: Ele Shaman.
