It's ~100 healing and damage. You'll be dead before 15 sec ICD ticks twice.

in this bracket 100 extra damage can make a big differance, and since its passive and triggered by any damage dotting mutliple targets should mean this procs a lot for me

Perhaps you missed the part where it has a fifteen second internal cooldown. What that means is that it can only happen once every fifteen seconds. In this bracket that is ~100 damage every 15 seconds which is absolutely nothing. It's a next to worthless racial. Warriors and locks will both be dead before it procs twice.

Yes, although it's still on a 30 sec CD with trinket. This racial replaces water breathing. WotF is one of the best racials in the game, even with the 30 sec shared CD.
