Halls of Atonement

Soo....I tried to get to Hall of Atonement as a level 11. Everything in there has 40K HPs...way over my level. So why did Theater of Pain scale down to my level when Halls of Atonement did not. Did I do something wrong?

Are you in Chromie time? According to my spreadsheet, Halls of Atonement has minimum lvl 50 in present time.

Either that or there is a new unreported bug. I remember once seeing 3rd boss of Spires of Ascension scaled correctly except with lvl 60 dot ticks instagibbing my low level pug group.

Can you explain Chromie Time? Do you mean, did I pick "Shadowlands" when I talked to Chromie? Yes. I did.
Should I have picked something else?
UPDATE: I just double checked. I Chromied into Shadowlands time. Flew over to Oribos and went to the Halls of Atonement dungeon ....everything had 37K HPs compared to my 1K HPs. I left and flew over to Theater of Pain. Everything there was about my level ~1K HPs. The scaling is not consistent between those two dungeons.

I left and flew over to Theater of Pain. Everything there was about my level ~1K HPs. The scaling is not consistent between those two dungeons.

Looks like another instance of Blizzard breaking things again. It's like they are a tiny startup without enough food to feed their server hamsters. Make the interns spin those hamster wheels!
