are the quest rewards for end of legion zones ilvl 50 as shown in wowhead? are they BiS now?

wich ones? and can we get them on 19 ?

Still might not be popular knowledge but Garrison Mission Table rewards are still giving ilevel 40 for 19s.

Nice! For those planning to try this on a new toon, for Ally, you can take the portal to Ashran and waterwalk to Shadowmoon Valley to start your garrison to skip the initial quests. For Horde, you'll have to waterwalk to Iron Docks in Gorgrond to this location (forgot npc name sry) and take the flight master back to your Garrison location, and then head to the Garrison Docks area

Completed the Tortollan Scroll Quest this morning no issues with getting the Azerite Helm as a Mail wearer:

Or you just drop the quest before walking through the portal and get ported straight to your garrison location.
