New enchant?

I recently found out the 3 agility on my lvl1's cloak was not the best enchant in game, I found an enchantment called Stealth [8 Agility and 8 Dodge rating] Is this a new enchant?

although the enchant isn't new but the stats on it are, it used to just provide bonus to stealth.

So before i go buy the mats for this hing, Is it wearable at lvl 1 and does it still give the stats

according to atlasloot it has no level restriction, of course it would give the stats no idea why it wouldn't

it would be BiS as far as enchants for cloaks go, much better then 3 agility.

This has been known since the day 4.0.3a came out, it works for any level, there has been like 3 threads for this
