I think Saturday would be your best bet, providing that 39s are this active once 5.2 is live. It gives Oceanic servers a much higher chance of entering a BG.
Luckily for me, being an oceanic player, I am not busy on Thursdays (so the usual Wednesday queue is what I get). I have a tonne of friends that have loved watching me duel other higher-level players and are interested in rolling a 39 but the queue times are the only issue.

EDIT: They are also generally busy on Saturdays with guild events and raiding.

I am back in Korea. So, I will be playing again soon. Good news, my work hours changed, so I can make games everyday except Friday, Saturday (Saturday, Sunday for us in Asia/Oceanic). I opened a bank account in the US while I was visiting, so I will finally be able to make payments rather easily. However, I don't get my card for a few more days. I hope to be back soon! Anything I missed from 5.2? The patch notes don't tell me crap as far as the new heirlooms and what not. What's new?

The Shields were not released due to a Bug blue post states

Heirloom shields were originally planned to be added in patch 5.2, but, unfortunately, due to a late-breaking bug with these items which prevented them from properly scaling with level, we had to remove them. We still want to get these shields in the game and plan to do so in a future patch.

As for the Mark of Tyranny it costs the same as the inherited insignia 2725
