What is funny is that, even if this value was true, nay, double what it says THERE, Bloodied Arcanite Reaper would still be more damage for arms warriors.

Only quest greens are getting buffed on wowhead.

May have been a bit unspecific, what I mean to say is that, if Emil's Brand was actually at 23 strength, and Bloodied Arcanite Reaper didn't change (was still 7 strength), Bloodied Arcanite Reaper would still be stronger (for warriors).
