I am pretty sure shoulder inscription like leg armors still have level requirements. So. No, I don't believe so.

Yes, only on BoA's. But you can use Heavy Borean Armor Kit for 14 stamina on any BoE shoulders. But that requires a lvl 70+ character, or for some1 to enchant them for you.

Well i guess a little extra stam wouldn't hurt for survivability, ill still have plenty of agility and crit without shoulder enchant
