and it shouldnt be on the same diminishing return as charge/intercept (quick google search states that its not) since its a proc from a talent, not a 100% from an ability; there are two diminishing return tables. also revenge as arms isnt that great since it requires defensive stance (if your arms that means burning rage and doing 10% less damage; whereas if you were prot and in defensive already then its win-win). and its not negligible because until the enemy becomes immune you still get to interrupt attacks/spells that otherwise might get through (shield bash on CD, etc).
