So the idea is that Saph boss in Naxx drops the chants and you would buy them off one of the raiders to get them to enchant your gear...sounds expensive, if im missing anything please let me know.

The idea is indeed that a guild or raider kills the 2nd to final boss, and you pay them to place the enchant on a white shoulders for you (this will not make it bind if it matches vanilla).
The Market rate will vary GREATLY based on server, guild, ect.
On Mankirk where there will be a TON of Twinks who want to purchase this very commodity the price will be much much higher.
Finally please note the Tank enchant will cost a LOT more because unlike the others, which have fairly close comparable ZG enchants, it's the first powerful Tank shoulder enchant.

However, there are far less tanks who will actually need the enchant than DPS. It will be available much sooner than others.
