That is because 29's are a dime a dozen. You can make mistakes and appear to be "good" on a 29.
Not so on a level 20(Vet/P2P).
If this bracket had less level 29's farming hapless trials, perhaps it would not be the laughingstock that it is to the other brackets.

Level twenty is where it is at! Been that way since 5.4.
But you are free to choose to play what you like!
