Mysterious 15 stat chant for chest

I encountered this rogue earlier and his chest chant read "+15 all stats" (which is the same to whatever chant is displayed on the actual blizz site)
I was wondering if it were just showing it un scaled. But for some reason the rest of his gear showed the enchants scaled. And other 24s near by read either +3 or +4 on theirs.
Anyone know the chant? Bug or not?

Nvm found out it's just a bug for 80 chant

saw a rogue in a BG with the enchant peerless stats on his chest and it was showing +20 stats, i asked if he was really getting +20, he claimed he just has it for lols?.

even though it's a CATA enchant it is not a cheap enchant, when i inspect various players, generaly those who have high level enchants show scaled down per the charts we have seen

the scrolls when viewed by a low level say +3, curious now if it is a tooltip error like that of boar's speed? or if it boosts only when in a BG
