Better than start zone vendor for bracers and feet for Plate wearers [Pally/Warrior]. I imagine there are equivalents for other armor types to be had or perhaps the extra armor comes from the addition of plate items obtainable at level 1.
+3 Armor over vendor (7) with: Slightly Rusted Bracers
+4 Armor over vendor (10) with: Outfitter Boots
+3 Armor over vendor (8) with: Stormwind Infantry Belt
Additional note (and this took a ticket to confirm): The Stormwind Infantry Belt is only available as a reward to humans completing the Lions for Lambs quest in Northshire. Other races can complete the quest, but they will not receive the quest reward. The same is true for the Slightly Rusted Bracers, only available to Draenei completing the comparable quest in their start zone. The Outfitter Boots are obtainable by all.
As an example, being a Draenei Warrior, I was only able to obtain the boots and bracers, but not the belt.
