I leveled through bgs mostly on my warlock and opened all the boxes at 59, it does not drop from level 60 boxes sadly So it's something you have to prep for and get lucky for.

Rip. I remember doing this for my druid for Random Dungeon Satchels. I farmed waaay too much ZF for the damn bracers for that old school OP item scaling.
