Miss/dodge/etc chances

Anybody knows what the new miss/dodge/etc chances are for targets more than 3 levels above you? The tooltip only lists 80-83 for me. Seing as the miss chances are 6%/9%/12%/15% respectively, it would seem logical that for 85 I'd need 21% hit. But no, I keep missing level 85 players all the time with 21%, so it must be something else.

Hitting the dummy with scorch for a few minutes gave me around 15% miss (with 21% hit), so it must be around 36%..

The dummy? - If you mean the boss dummy it's values are adjusted for level 93 thus why trying to hit the said dummy will result in well. Alot of misses.

Ofc not, I used the 85 dummy.

Actually that was pretty much my bad, did read to targets 3 levels above you. - I'm afraid I have no clue of ratings required to hit targets 3+ levels over you but I guess it's going to be something along the lines what you said, thus not really worth it.

^ From a lot of testing we did. If the scaling is linear then you need 11% more hit rating per level for mobs greater than 3 levels above you. I think it was like this before MoP too, so makes sense.
