I think its a world drop. One of those things I wouldnt worry about "farming" so much as just be ready to swap to enchanting when it eventually drops.

Oh I am waiting, in the meantime, doing quests in each zone while herbing to make a bunch of scrolls with inscription and potions with alchemy. I was fortunate to get the swiftness potion recipe while questing in ghostlands, and there is two chests there in deatholme you can bounce between in hopes of BoEs.

+1 stat enchants do not work. Been bugged for ages. minor vers is, oddly, the only one that does.

and figures the last quest in silverpine is bugged and has the belt I wanted for my hunter -_-

Blood Elves get access to two more enchants than all other Starter Edition races. I'm not sure, but I think those may also work. I'm referring to +1 Agility to Cloaks, and +1 Stamina to Off-Hand/Shields.

I tried those on my BE warrior, but it had the padlock next to it in the crafting list, even though I had 110 skill.

How new is that cloak enchant? Never seen or even heard of that one before.
Edit: Just checked my hunters armory and I have the enchant, guess I've reached the point where I knew too much and something had to go.

Anyway back to the topic. In MoP when I ran SFK a few times (127) for MTB the recipe was a regular drop and I recommend it for as a farming location.
