Medicine Pouch broken?

idk if I'm just late to the party but it seems no one has talked about it here. I got my Furbolg Medicine pouch yesterday but it did 0 healing, literally. my friend was confused because his was working until he went and got a new one himself to test it out, then realizing his also didnt work. Did the pouch get like shadow nerfed and no one has noticed this or am I out of the loop again?

I know in BGs the effect is reduced considerably, to the point of it being unnoticeable.

At an earlier point in the xpac. It was working outside of BG, have not tested since.

Still subbed so cant go into bgs, A. it doesnt work out in the world and B. it literally does zero, not like 1 or 2 health per tick, literally nothing registers, all you get is a buff that doesnt do anything

Got nerfed pretty short time after it became relevant.
It might've worked at some points during BFA and SL, but they did disable the effect during legion or early BFA.

I assumed it work since its marked as An S tier item in Chubakass's list which is SL

Has never worked to my knowledge.

My current 20 druid has had it since wtlk, played until panda and couldn’t use it then was just stam stick.
When I came back end of WoD/legion you could use it but buff ticks for zero.

Tested it today and I can confirm a 1183 HoT every second that doesn’t actually do any healing.
