Gonna answer before some people start theorycrafting in your thread and confuse you.

• Remove this parry cogwheel... Use https://www.wowhead.com/item=11808?ilvl=26 as it gives you evocation-like effect. If you think you don't need it, use https://www.wowhead.com/item=28278?ilvl=25 and put one of the 2 gems that are obtainable from the apexis event. https://www.wowhead.com/item=32641/imbued-unstable-diamond and https://www.wowhead.com/item=32640/tense-unstable-diamond
  
• Don't use crafted rings and neck. Green iLvl28 ones with socket are ideal if you have access to the AH and people farm them.
• Shoulders are bis
• Either get an ilvl28 green cloak with socket or farm a blue ilvl25 one from bfa rares or atal dazar
• Use https://www.wowhead.com/item=28191?ilvl=25 with the gloves for the 2-piece set bonus.
• Wrists are good enough
• Gloves are good, just get the chest for the 2-piece set bonus.
• Belt is good
• Get https://www.wowhead.com/item=28218?ilvl=25 or https://www.wowhead.com/item=30543?ilvl=25 Simply better options than the ones you have equipped
• Boots are good
• Get 2x ilvl28 green rings with socket or try the bfa rares that drop https://www.wowhead.com/item=160985?ilvl=25 https://www.wowhead.com/item=155381?ilvl=25 and hope for a socket proc. If neither procs socket, farm the ring from atal dazar with socket. Drops from Rezan so it's easy to farm and leave after the boss kill.
• Dragonling is good, try to get the ilvl28 trinket with a socket.
• For weapon get https://www.wowhead.com/item=158321&ilvl=25 from atal dazar. Drops from priestess.
  
• Off-hand drops from the same boss as the weapon - https://www.wowhead.com/item=158322&ilvl=25

Try to get socket procs where it's possible.
Avoid mastery, get some more haste but not too much or you'll run out of mana too quickly
Get better enchants, focus on intellect.
Avoid using +3 gems that give anything other than intellect (e.g. +3 Stamina, +3 Versatility, etc.) +2+2 gems(e.g. +2 Int +2 vers, +2 int + 2 haste) are good as well.

Shoulders are bis

I've started using heirloom neck , shoulder (enchant works) and cape. The 3 set bonus is amazing imo for any solo queuing dps that can't heal well or at all. The HP regen is really fast and you don't lose that many stats after accounting for the heirloom shoulder enchant. This obviously doesn't work if you need to stack mastery though.

Is a 3 set bonus that does what it says it does really a 'theoycraft'? OP wants to play a mage. The 3 set is literally the fastest out of combat self healing for a mage.

Doesn't hurt to have it enchanted and ready just in case. Multiple gear sets are always good.

I got the weapon and the ring I’m hoping to get the off hand next and another ring and trink off ah then farm pants and head and then what gems should I go with?

Looking better. I would get more haste. Also make sure you get correct enchants. Focus on intellect/spell power where possible.
