lvl10 agility leather BIS

I'm trying to get the BIS gear for my monk Hobbomonk
specifically I've been trying to get Deft Handguards since the gear nerf.
Has any lvl10 of any class been able to obtain these?

Yes, they do drop I have them on my lvl 10 brewmaster monk. You can look him up on the armory thread.
