Lvl 60 or 61 - Shaman ELE or ENH

Hello, i have an old very old Shaman that i not played since Warlods of Draenor,

i have XP lock yet on Level 60, but its 0,1% from hit 61 (Blizzard scaled the XP needed down).
So i can go 61 or 60.

I mostly want to que Timewalking / Dungeons.
Can you recomend me the best spec + stay 60 or hit 61?

Believe it's 61 cause you can buy green ilvl 357s from the AH, while even purple at 60 is lower.

60s got 344 AH Gear is not much difference.

I wonder why iam scaling so bad in dmg, i have not perfect gear for a lvl 60 but its dropping 332 sometimes a bit higher and i am last in dmg vs 70s and 80s... not talking about lvl 11 or 10.

You may want to go for this staff on your shaman, or go for another class who can utilize a 415. It is quite the game changer for 60s
