LVL 11 alliance twink to Zuldazar?

Is there a way for me to get to Zuldazar as a lvl 11 alliance player?
Can't start the war campaign at lvl 11
Tried the boat in Azure span and it only circles in Azure span

No I don't have friends to summon me

Echo Isles in southern Durotar has a horde boat sailing regularly to Zuldazar. You can enter it without being attacked as an alliance, so no need to hide or sneak on board. Just remember to jump off the boat before it enters the harbor in Zuldazar as I guess you will be attacked by horde guards "over there"

the tour boat doesn't go anywhere from azure span when you're lvl 11 I guess? stood on it for 20 minutes and it just went out in the water and back to bay in azure span
