Lowest ilevel BoE epic

What is the lowest ilevel BoE epic? I know most epics come from 40-60 zones, if I farmed level 40 mobs on my 19/20/29 is it possible to get a low level epic?
 
Lowest ilvl BoE epic (that is a scaled version) that I've seen is ilvl 50 with lvl req of 37. Honestly, I do not think a lvl 29 would be able to loot any mobs they kill in 40-60 zones. Maybe a select few, but I assume if that were possible, then I would have seen atleast one scaled epic with a lvl req lower than 37 and an item lvl of +13 on any of the many servers I've looked at for epics and I haven't seen any.

I've been testing level 40 mobs on my 19 and I can't loot any, is there a maximum level I can loot? If so is there any way to bypass this?
 
Well these items i have are no epics but i have 3 pieces of revenant plate gear scaled down to 13 and 19, idk how they scaled so low but i got em from ah
