I did a couple of runs now, and I'm definitely more squishy, and bosses take way longer, but I think lvl 11's are still viable. I still (just) top the damage charts on bosses, and melt through trash, which makes the runs overall faster.
I run relatively low strength (120), which may help if I understand the changes correctly.
edit: I run quite a few +2 str +2 secondary gems. Maybe it would be worth a try to swap those out with +3 secondary?
How many Whirlwinds to kill packs of trash? With 120 Str, most dungeon trash should have around 1,800 HP (I only have data for up to 100 Str). Each point you reduce your Str should cut their HP down by about 17 or 18 HP.

I set up a fury warrior with 62 Str, replacing most gear with TBC mail armor, including the Desolation set mentioned above. Takes 3-4 Whirlwinds to kill trash, when it used to take 2-3 with my original 100 Str. Trash has about 892 HP with that Str number.

Next setup, that other folks and I are trying, is low Str races as fighters with zero +Str gear on. Blood Elves, Gnomes, Goblins, Void Elves, Vulpera all have a base Str of 32, giving most trash about 719 HP.

Edit: Forgot to mention, apparently mobs do more damage to you based on your primary stat as well. The 62 Str warrior is less squishy than when at 100 Str (now that he has gear, and I didn't just have slots empty).

have you found that a trinket proccing strength mid fight is helpful, or a negative? does the boss react dynamically or is it only based on where it was when engaged?

Don't have Str proccing trinkets, but later tonight, I'll try swapping weapons (with and without +Str) to see what happens.

With 57 Str, wounded a mob and then turned around. Mob had 499/876 HP.
Put on a +3 Str sword, mob's HP went to 504/885 HP.
Put +Agi polearm back on, mob's health reverted to 499/876 HP.
Do we know if Str procs from trinkets or whatever increase the health?

I had 120 str on my mech 11 fury and I swapped them all to various secondary stat to try and hit the softcap on as many as I could. This dropped me to 72 base str. I noticed in my runs that WW still sliced through trash, bosses slower but for most part I was decently on top.

It takes about 3-4 whirlwinds. I re-gemmed my warrior and lowered my Str to 85, with 28% crit, 25% haste and 27% versatility and I honestly don't notice much difference to before. The bosses take a bit longer but that's it. That's a huge relief, because I invested a LOT of time into my fury twink. Dominating dps charts again too. Huge difference from my previous 120 str build
