those guys are using novelty gear, there not bis, will someone post a bis BM not these guys in level 20 gear

Only thing you really could upgrade on this guy's set up is the chest, which would be Gloomshroud Armor, everything else scales to max agil / stats. Do you understand how scaling works? It's pretty much essential to being BiS in PvP but if you're looking for a PvE set up that would be a different story.
