Hey legacy gamers. I have been enjoying some 60-64 characters and thought I could create a quick, easy guide for those looking to break into the bracket. Feel free to peruse the guide and leave any feedback - and try out a character while you're at it! It is recommended to start by reviewing this page regarding level selection as this may play into your class choice due to the differences in leech availability. Most notably 61+ getting 13% base leech on any class by utilizing The War Within cloak and wrist leech enchants applied by a level 70 character. More info available here on the trade enchanting. A level 60 with >25% to 61 up to a 64 with <25% to 65 share essentially same mob hp scaling which is why this guide covers 4 levels and gives optimal options in each area possible.


Personal Comments on of the Levels Available:
60s are very powerful and the most pure in the bracket. Less leech is available possibly limiting class selection, but most can become playable. 60's can overcome that with rare Timewarped Epic gear from Anniversary LFR raids or World Bosses allowing them the base 13% leech from higher levels available if eligible to be obtained.

61+ is where classes can utilize The War Within enchants giving any class a base 13%~ leech which can be fun to explore with a huge amount of abilities available. A good starting point to try the bracket as simply buying 357 green BOE's from the Auction House for minimal gold is extremely viable after applying enchants. Gear is currently abundant but do be aware people are attempting to profit off this bracket and specific socketed gear/terts - don't overspend, dungeons are always free for socketed gear.

64 feels like a "golden level", receiving the same mob hp as an optimized level 60 would alongside being able to utilize The War Within leech enchants directly on TBC/WOTLK socket gear (eg: socketed wrists/socketed chest/socketed boots) providing huge secondary stats. My current favorite in the bracket.

Guide Update
  • Added Heart of Azeroth to Gear: Neck BIS list for level 60-64. Estimated to require around 50 levels acquired to outperform the previous Dragonflight neck with 3 sockets.

Some users in various legacy discords brought this up - a recent hotfix corrected the ilvl scaling! Here is a sample at 81 heart levels on a level 60... very impactful to our bracket. (credit: Barazar from xpoff discord). I hope to add additional info about traits later on.

I recently started leveling up the necklace thanks to your guide; I just reached level 89 today on my locked level 60 (373 iLvL).

It takes over 52k artifact power ("AP") to get to level 90. Level 91 takes ~65k AP. Level 92 takes ~85k AP.

My priorities for farming AP:
1. World quests where you have to kill a single mob to gain AP. This includes Arathi Highlands and Uldum.
2. Island expeditions (weekly bonus grants 3.5k AP).
3. WQ Emissaries that grant 3k AP.

I'm usually in War Mode because I don't see any players in BFA zones. It grants a 10 percent bonus for alliance at the moment. Some of the war supply crates contain AP.

Great guide. I've been unsubbed for a month or two and they apparently buffed the hell out of the Heart of Azeroth. Can't remember exactly, but I want to say it was maybe ilvl 355 or somewhere in that neighborhood. Def didn't beat out 366 gear, which I got from the Anniversary event. So should i do 60 or 64 and how do i get the axe thats 415? I was thinking doing this with a dh but may do a war instead

LFR BRD is better this year too, dropping 366 gear at 60

You can do either. A 70 giving you it will always be 415. Personally, I am a 64 fan getting TWW enchants on TBC socket gear directly instead of relying on the anniversary gear. Both are very valid!
 

Log 008​

  • Added anniversary banner notice and additional goals for various users/classes to go for this anniversary event.
  • Formatting fixed on various pages thanks to Em in Legacy Thirty.

Note: This is a first pass review and may be updated to be more in depth.

Anniversary Event Loot
All levels:
  • Classes unable to obtain the 415 weapon can now obtain proper purple weapons of 366-383 ilvl depending on your level.
  • Trinkets are generally at or around 344-357 BOE power levels, look for effects you like.
Level 60s:
  • Obtain 366 wrists, chest, cloak, and boots if wanting TWW enchants (huge leech boost). Additional pieces are fairly equivalent to socket gear; collect as much as possible.
Strength Classes:
  • Heart of Raccor is a must have from the anniversary event. The strength buff stacks quickly and can refresh itself. Considered BIS for any strength user.
 

Log 009​

  • Minor update confirming Heart of Azeroth level 70+ required for BIS.
  • Added confirmation Naglering, Emeperor's Seal, and Imperial Jewel can utilize Magnificent Jeweler's Setting.
  • 8 new player armories added.
  • Added anniversary end date to banner.

As usual - please share any feedback or improvements you can find. It has been a pleasure encountering many of you in BRD LFR and at World Bosses throughout this Anniversary Event. I have updated the original post with clearer and more detailed information.
