Before the equipment changes that made the Bloody Apron and Robe of the Moccasin good choices for Twink 19 Locks, the standard chest was the Tree Bark Jacket. Sometimes, a 19 lock would take the time to grab the Inferno Robe for the 23 Fire Damage and the ability to put +150 HP Enchant on it. Anyhow, times have changed a bit and locks are starting to look and dress a little different at the 19 Twink level.
The Cookie Cutter build that was followed by most 19 Twink locks was similar if not exactly like my original Drayner. ( See this post )
The Original Drayner with the Tree Bark Build...
Lucky Fishing Hat with +100hp, Thick Bronze Necklace, Talbar Mantle, Sentry Cloak with +70 Armor, Tree Bark Jacket with +100hp, Bright Bracers with +9 Stamina enchant, Magefist Gloves with +20 Shadow Damage, Keller's Girdle, Darkweave Breeches with the Epic Spell Thread adding +35 Spell Damage and 20 Stamina, Nat Pagle's Extreme Anglin' Boots with the Pimpin’ Boar’s Speed Enchant, Seal of Sylvanas, Insignia of the Horde, the Elusive Arena Grand Master, Witching Stave with +30 Spell Damage and the Gravestone Scepter.
This was prior to the patch that changed a lot. Some locks haven't retooled because of a) Lack of knowing there is better know. b) Too Lazy or c) Not enough experience to spare.
Now that the levels have been lowered on a lot of gear and some gear got upgraded, times are changing. Here is what I have come to love for my current 19 Warlock Twink.
I have twinked a 39 Lock and researched twinking a 29 lock. In both of those brackets, as well as 49, the "better" locks seem to throw away the stamina stacking idea and focus almost entirely on Shadow Damage. Why don't we do that at 19? Well, I now do. It's a good idea to get gear for all situations, but 90% of the time I roll with the following:
Head: Lucky Fishing Hat w/ +8 Spell Damage Libram - Libram of Focus
Neck: Thick Bronze Necklace
Shoulders: Shimmering Amice w/ +15 Spell Damage / +14 Crit Strike Naxx Enchant
Back: Battle Healer's Cloak With 70 Armor
Chest: Robe of the Moccasin w/ +100 HP
Wrist: Crystalline Cuffs w/ +24 Healing +8 Spell Damage Enchant
Gloves: Serpent Gloves w/ +20 Shadow Damage Enchant
Waist: Keller's Girdle
Legs: Shimmering Trousers of Healing w/ Runic Spellthread
Feet: Nat Pagle's Extreme Anglin' Boots w/ Boar’s Speed Enchant
Rings: Advisor's Ring and Bronze Band of Force
Weapon: Witching Stave w/ 30 Spell Damage Enchant
Wand: Gravestone Scepter
With Minor Wizard Oil, My Shadow Damage is at +175. Compare that to most of the locks in the Old School "Tree Bark Build" and you are looking at +60-70 more Shadow Damage. That sounds small, but the difference is huge. Of course, I am looking at 600hp less in this build and 200-300 less mana, but 1600hp with Rumsey and Fort is still ok and I can life tap for mana all day.
There is another build that a lot of twink locks are rolling with these days too. This build is more of a pure stamina build and leaves you at around 2200hp and 85-95 shadow damage, but it has become popular for survivability. This build is stacking stamina and normally includes replacing the Robe of the Moccasin with a Bloody Apron and spending a few nights of rep grinding to obtain the Furblog Medicine Pouch and supplementing the pouch with a Dawnblade enchanted with +30 Spell Damage.
What build is right for you? I make that simple by having all the gear for 3 different sets to plug in to certain situations. Will the strict Shadow Build work for you? If you PUG a lot, probably not such a good idea. If you are running premades with your guild, you might want a little more balance for surviving while returning flags. If you are in a premade on Defense, Shadow Build is awesome, especially if their offense had no healer. I personally don't like the "PURE STAMINA" build, but if you like to run flags or say, "hey, look at all my HP", then go for it.
I would recommend to most twinks a nice, newer Cookie Cutter build. This build is good for those that pug and those that can't really afford to throw a bunch of options on a 19 twink.

This build will give you plenty of HP and Mana as well as a decent amount of +Shadow. As for getting the Inferno Robe, that is up to you. I personally don't use mine at all. If you could change robes mid combat, I would, but you can only hot swap weapons so I don't.
What do you think? Stamina or +Shadow? Why do 29s, 39s, and 49s really ignore stam builds?
