level 16 twink questions!(thinking about coming back)

so im debating getting some gametime and returning to wow right now. i have two hunters one 16 and one 19 i was just wondering how well 16 hunters have been doing.
how has the stat scaling affected them?
how has this higher level enchant stuff i see changed the bracket?
