I'm not convinced it has been removed and no longer gives any stat bonus.
You can use a script to see it's in-game benefits apparently, though I'm yet to get that to work.
Juno suggested it was possible

i did a few tests, im critting around 1000 with chaos bolt on player in vers set, yet in my 102% multistrike set im doing, 800 420 420 + 1-3 ele force procs, guess its preference but for duels and such you can either conflag for 500 or conflag for 400 190 190 1-3 ele force procs. whatever you decide will be fun i guess.
