We were talking about transmogging your gear with the dark shaman set. And as the shoulder item is cosmetic you can transmog boa shoulders with it.

I have not said anything about being able to get full transmog by just goblin starter gear? What I meant was that you are able to get the full dark shaman gear transmog when done with goblin + boa shoulders.

Well I'm a little bit confused. Can you transmog cloth/leather into the dark shaman set or not?

I just handed a level 100 shaman with the set a couple cloth/leather boe pieces and asked him to check if he can transmog the items into the dark shaman set. After a minute or so he came back and told me that it's not possible to transmog cloth/leather.

Edit: Nevermind. That dude was an ass and obviously didn't even attempt to transmog said items. It is possible to transmog cloth/leather into the dark shaman set.
