It's a figure of speech for discount of sorts (simplified). You take 5k off the price, i.e. "cut 5k" > haircut.
Basically he got a 5k discount in terms of actual market value.
"In finance, a haircut is the difference between the current market value of an asset and the value ascribed to that asset for purposes of calculating regulatory capital or loan collateral. The amount of the haircut reflects the perceived risk of the asset falling in value in an immediate cash sale or liquidation. I'm not sure how it is simplified when it's the same "effort" and more ambiguous the original word. Finance is dumb.

In this case it makes sense because the market value is 15k (at least everywhere I've poked around). And it is an asset. Those shoulders are white. He can sell them if he wants. They can decline in value, they can go up in value etc. He got it 5k below market value.
