Zen Pilgrimage is available at lvl11 for monk. Hence, should I complete the Legion class Hall quest? Without zen pilgrimage are there any way to access the class hall at all for lvl10 monk?

Yeah, it's really dumb that Druids get Dreamwalk at 10 after a hotfix and monks are stuck learning Zen Pilgrimage at 11. But like Pokspell said, there's a portal next to the SW/Org Portal that goes to the island. It requires level 45 outside of Chromie Time, but inside Chromie Time, you can take the portal. Not sure how it works for pure F2P

I dont remember how, but when i first made my twink i was in class hall at lvl 9, and had to run out of it and finish my leveling on some kind of flying things that were around. It was years ago tho, so maybe things changed.
Edit: Iam pretty sure i got teleported there right after i entered Dalaran in legion and picked up class hall quest.

1. You have to complete the Legion starting campaign scenario on at least 1 char on your acct. Once done, all other character can skip the scenario but still have to take the first campaign quest from the Hero's Call Board/Warcchief's Command Board: Broken Shores
2. You can start the class hall quest at lv10 but you can't use Zen Pilgrimage until lv11.
3. At lv10, you can get to your Class Hall via the quest, but then need to abandon the quest and retake it each time you want to go to your class hall.
IMO, lv11 is the better option, Zen Pilgrimage is great for leaving and returning to your current location (farming, dungeon resets, vending, etc.)
Also, Brewmaster Monks get Keg Smash at lv11

Can't seem to get the quest. maybe I already picked it up and completed it. Guess if that's the case I can't get to the class hall. I can get to wandering Isles though, using the portal next to Ogrimmar portal in Dalaran. There's a specific order hall quest I want to complete for some armour.

Had a similar problem with my 70 Timerunner Monk on retail yesterday.
Order Hall Questline didn't fire - What fixed it was cancelling TWW intro quest. Maybe you must check if https://www.wowhead.com/quest=65435/the-dragon-isles-await doesn't interfere in a similar fashion.
Also just created a 10 Monk for testing and i got the quest without problems - but i'm not pure f2p obviously
