Legion and Shattrath gear nerf?

Logged on today inside of HoV with ilvl 40. Did the dungeon since i was in it. I walked out and all my gear dropped to ilvl 15. now i cant even solo HoV. wtf!?!?1?!!?

On my level 19, the ones already in my artifact stayed at +14 ilvl each. The left over ones I have in my bag are +5 ilv each. So it appears you can get a ilvl 30 artifact still post nerfs.
