Laughing Skull Rep

I have a quick question. I was told that if you have a toon that has collected the Laughing Skull Masks appearances on a high level toon and reach the required reputation on you 19 you should be able to mog them on your 19. This is what I did and reached revered on my 19 but the appearance is not available to mog. Anyone know what the problem is or if I was bamboozled??

Not for 19s. There are for 100+s who have a tier 2 trading post.

From neutral to revered is 21k rep. Thats 21 medallions, or 19 with the dmf fair buff. Twice that number if you want to push to exalted for that mask (tabard has a level req).
