after a full day and a half of pvping against a crap load of hunters and a handful of arcane mages, I did not notice a single FULL 100% spell resist. They are indeed % based damage reduction as shown in the tooltip.
I've got 23 resistances (arcane/fire) for 31% dmg reduction. I saw anywhere from 5-50% resisted damage.
