Hello everyone, i have this ''Emissary Cuffs of power'' on my rogue 24 twink that gives 18+ attack power, when it dropped i didnt mind it to much but then i showed it to some of my friends and they said it's really rare, Is it?

Also i got my Tabard of the Scarlet Crusade - Item - World of Warcraft

I've been farming them since cata and have yet so see them. I know someone who apparently got them twice in one month though.

The chance of Ambassador being up is ~10%, the drop on cuffs is ~30%, and 'of Attack Power' is ~8%.,... Total 0.2-0.3%?

With something having such a low drop rate, there is a possibility of never seeing it, so yeah it's rare.

They're rare. While running a friend yesterday I did see them drop during the second run we did. But that's just good luck. Or bad. It was a Mistweaver Monk, looking for Eagle or Owl. /:
