EoA trinket, doesn't work @20, so i think that is the same thing for 29's.
Items available to 29 but not 20.

The first boss drops https://www.wowhead.com/item=137362/parjeshs-medallion?bonus=1795 but it's a tank spec trinket so you'd have to trade it with one or get it in legacy mode. Works for all levels (or at least at 15). Not the same but very useful and automatic. Could swear i saw someone asking about it recently but cant find the thread.
edit- does legion even have legacy mode? Totally forget now...

Coastal Surge requires ilvl 35 weapon, so this means no more

so basically buy some ilvl36 (or even 37?) weapon off the AH and slap on Coastal Surge and every healer can have rejuv like druid.
look at this, this is so OP lmao (tested it with a 2h ilvl36 str weapon in a BG just now)

I socketted some +4 gems (according to the tooltip) but once inside the armor it's only +3.

Does Coastal Surge work on Artifacts that have been upgraded to ilvl 35+ on tooltip? Someone said you could apply ilvl enchants even if the weapon itself only gave stats of the non-bugged ilvl. Would test myself but i don’t really want to farm weird artifact enhancement thingies for the specific level.

I tried coastal surge for a few games and it didn't do a whole lot, granted i spent most of that getting camped by alliance premades
Ascended vigor looks crazy, requires 50 to apply though so i can't test on my 29

Refresher notes on creating Ghost Iron Dragonling.
- Usually can make on your older, higher level toons with Cataclysm engineering.
- Use a Relic of the Past II during creation process.
- Purchase cogwheels from engineering vendor and add the cogwheels into the Ghost Iron Dragonling.
- Mail the Ghost Iron Dragonling to your level 25-29 toon. The level 25-29 toon does not need Cataclysm engineering.
