Ok because Back when I played in WoD they had some weird rules in pvp where your ilvl only effected 1-3% of your damage

That was legion (and legion pre-patch). Stats matter now, ilvl does not. See 19 quick start guide in my signature for gear.
 
I love that guide btw, helped a bunch. Why do people equip those higher ilvl items with no stats? is that left over from WoD and Legion then?

Yeah, if you're seeing that on an armory, its probably someone who hasn't updated that twink yet. Or you're looking at a post/guide from legion.

Yes, that confused the fuck out of me for a bit so I don't blame you. I haven't played since Pandaland until recently so I had no idea.
 
ilvl doesn't matter until endgame basically. 120's have some hidden scaling in pvp, which is wonky as hell. Basically, high ilvl people will hit low ilvl people for less. The damage that is displayed client side is different for both individuals, so you can't even properly test this without actually screen sharing. So at endgame, you might hit someone for 13k on your screen, but on his he only got hit by 8k. And this is retarded, because it makes the player unable to analyze his own damage and expectations.

And there are people abusing this at endgame, wearing super low ilvl greens with socket gear etc. playing heavy dampener comps, where the win condition is outlasting, and "playing not to lose", rather than "playing to win". Absolutely disgusting.

sp boomie im looking at you =) and yeah, the scaling is fucked. basically the only pieces of gear you need that are epic quality are your azerite pieces, trinkets and neck.
