Why is it that items scale?

So warrior with destiny when its for lvl 52, and fang set items being 48 ilvl??

goin like this since leveling zones and dungeons revamp, gotta give a thx blizz on this one. Works with minimum lvl requirement (24 for gnomer, 35 for uldaman, etc), if your toon is eligible to loot a mob in the zone u get a chance to loot a scaled BoE

Same goes for BoP? coz i see ppl with again the fang set and have it at 48 ilvl

All instance rewards are scaled to your level when you loot them, so as long as you're high enough level to enter the instance you can loot and it will scale up to whatever level you are.
