Go to Tomb of Lights in Talador. Only the occasional warlock, or phase stalker will kill you. Pull the warlock deep enough to the room, so that when you die, the NPC's attack the warlock and they will eventually kill it. Then continue farming. You shouldn't aggro anything else than the mentioned enemies. The other NPC's should be fighting each other, and ignore you while you can pickpocket them. If that's not the case, then you are in the wrong place. To avoid the phase stalker, simply go a bit towards the warlock portals (the first warlock needs to be dead), and then start farming. You will only aggro the phase stalker at the back of the room. And it's kinda tricky, because you don't "always" aggro it, but it happens sometimes.
