Hi guys, I was wondering if twinking is still alive and if so, what realm is the most popular in retail for twinks? Are there frequent BG / arena pops and which brackets ?

well, EU seems pretty dead and no ques pop with or without XP turned off.
So, what is the method here? Do you need to be level 20 with XP turned on to get any Queues to pop or perhaps the whole thing is dead on EU.

There are two things at play here. The first is that there's an anniversary event, and especially all the 20s are more likely to be queuing TW dungeons than BGs. We got access to TW about a month ago, and for 20s who've been keeping up on the anniversary it's the best way to gather a time limited anniversary currency. You might be able to get a Korrak's queue pop depending on time, anything else is unlikely.
The other part is that unsubbed 20s got merged into the XP off queue a while ago. This already reduced the number of people who might queue, and then people looking to leverage every cheap advantage discouraged even more people. You'll start to see queue pops during peak times after the anniversary wraps up. In general, though, if you want decent PvP on 20s you'll need to sign up for scheduled wargames.
