I'd say it's the only essential quest item in the bracket. It would be pretty stupid not to get nifty stop watch but you are permanently gimped if you don't get skull. It's 5 min cd with enormous outplay potential. Being able to drop roof for caps or pick up flag while avoiding sap/blind/gouge, getting out of telegraphed blinds/rocket helms, etc.
