Is it true we won't be able to lock xp anymore?

I'm just coming back in to wow and would like to create a level 10 to dungeon boost my alts, but I've read that we will no longer be able to lock xp? I can't find any official word on this. I won't put in the time if it's true

Tocking xp locks it, not reduces it by 90%
The 90% reduction is applied to party members to prevent boosting

It's only when you queue with them, not when u randomly queue into them
