I don't think it is still obtainable. You could get it back then, but not now. Blizzard may change it, but yeah that's it.

This is sort of an unanswerable question. In one way, non-starters can buy it on the AH. Also, it is highly likely it is obtainable via Salvage Crates, as many other GF'd (Now "formerly" gf'd) items are found in. The issue is, the loot table for those is so enormous it's very difficult to catalog.
However, I notice you have this flagged as "Starter". So sadly, for starters at the moment, no it is not.
