Is it possible to make a lvl 10 demon hunter with exp off?

I just heard about some sort of upgrade feature for toons that have not logged in for 60 days. Allegedly this feature when used it teleports your character to your main faction city. Apparently even if it was left in a starting zone . I personally have never made a demon hunter but ive heard from a friend it was impossible before this feature went live to get a demon hunter at or before lvl 10 to the exp eliminator. Is this true? I have a few questions about this ill list them below

Is it actually impossible to get out of a starting zone via questing without going over lvl 10 with a demon hunter?

Is it possible to summon yourself out of a starter zone with 2 wow accounts linked with recruit a friend?

Is it possible to create a different race get your exp eliminated then pay for a race change and keep the exp eliminated buff after the race change?

Is it possible to get out of a starting zone with a self service unstuck feature? ( I just tried this 1 and I got a ticket reply that my unstuck request errored and to open a new ticket )

I've heard of a bug possibility that you make a DH, level to 10, log of ofr a month, then use the returning player option to teleport to org/sw wityh the free set of gear thing... but I haven't seen it be done

Get to 10, dont go over 30% xp, get as little xp as possible. Log out for 60 days. Google "60 days from now"

Don't forget to get the free flask. old tooltips in the picture. it gives way less than 100
