How many intellect does the alchemist flask gives outside and in bg?

Outside it gives 9, and inside bg i think its either 12 or 13 ( i think 12)

I understand you can get pandarian LW and you should do that before doing anything else. But are these profs still BIS to end up with? Is there a BIS?

As people have mentioned above, it really depends on the class and what will you play pub bg's or wargames, for wargames the inscription/engi>Alchemy/engi, because you can't really use the flask in wargames, and because theres this arcane elixir which gives more stats than the alchemy flask.But the alchemy flask is infinite, so thats a big con too, honestly depends on your playstyle and how much you're into min maxing.
